4. New problems

(1) Should all chapter members be due-paying members of ISOC?
     Current guideline requires the minimum of 25 ISOC members.
     USA-SF wants to collect $85/year from each member, of which $35 will
     be passed to ISOC.
     
(2) Could a chapter have organizational members?
     Currently NO, but USA-SF and Spain want to have such members.
     
(3) Could each country have 2 or more chapters?
     YES. USA and Spain will have multiple chapters.
     
(4) Should ISOC provide financial support to chapters?
     Currently NO. This relates to the issues (1) & (2) above.
